In my opinion there is nothing to show that this envelope is signed by a Duke of Leeds.
So, nothing to do with horses or riding.
"Master of the Horse" is a title for the person at the Royal Court in charge of horses. But again, apparently nothing to do with this envelope.
"Riding" here means an administrative district, nothing to do with horse riding.
