Neither Verona nor Venezia ever belonged to the Papal State, but the other places mentioned on your documents (Musone, Caprarola, San Lupo) at one time or another were indeed part of the Papal State.
The crowns shown (especially the one from Musone) look like ducal crowns rather than regal ones, but I am not a specialist. The crown on the coat of San Lupo is typical for a fortified city crown.

Whenever they sent an official letter out, I think. It is not meant as a "seal" to make shure that the letter is not read by someone, it is just a stamped information that says "sent by this authority".
